in 1919 at the end of a list of his convictions it states;
23rd February 1918, the S of S, issued an order of "absolute discharge" under S. 16 of P. of C. Act 1908, in recognition of good services to the country.
As Arthur seems to have been in and out of prison most of his life .... what does this mean?
