1939 register for City of Westminster

I am trying to trace an address in the 1939 register, it is Wilkie Buildings, City of Westminster. I know the person was living there in 1939 and think the street was either Cureton or John Islip street (it could have been either). However they do not come up in the search and neither does my ancestors name, Charlotte Baker. Yet she is there on the electoral role for that year. I have also tried Chapter street which is near by and that came up. Any ideas anyone?
